I’ve done a lot of block. And nobody checks for “3/8” joints. They just eyeball it. Caulk, foam sill seal, etc make up the “error”. Nobody will be successful following diy videos

Whomever want to learn how to build with reinforce concrete, go to Puerto Rico and have at it. Our homes last an eternity. All that's left is to keep up with the roof (also reinforce concrete) by conditioning the top to keep from leaking. Once a decade. Easy peasy! 😏
