Its a traffic offence which trained traffic officers have to deal with, those officers in patrol car aren't trained and they by themselves. They recording everything waiting for traffic cars. Only traffic officers can chase a biker with no helmet on.

They're unlikely to pursue a rider without a helmet on for the riders own safety...also depends if they're an advanced driver or not. If they chase him, the rider falls off and dies, they'd be in real bother..they don't chase him and they're useless. Coppers can't win eh.
