Hey every small Texas community does NOT have the resources to do everything they want! Those are tiny towns. Kerrville has about 25,000 people. There’s a few wealthier people who are retired or own big ranches or 2nd homes but the vast majority of the population is NOT wealthy! Texas floods a lot in many places. It should have been done…hope now they get sirens…but they couldn’t fit it into the budget. Dick Eastland, owner of Camp Mystic, lobbied for YEARS for warning sirens!
