The people who submit to a dictatorship are not innocent either. I agree with Daenerys on this point. She was right to burn the whole city down.

Ordinary people trying to survive under a tyrant aren’t the same as active collaborators. Most of King’s Landing had no real power or choice, submission was the price of not being executed or starved.

In the previous episode, Tyrion advises Daenerys to forgive these people, just as she had forgiven people elsewhere. Daenerys's response is: "They rebelled against the dictator before I arrived." For example, in the early episodes, during the scene where Ned Stark is executed, the crowd shouts for Ned Stark's head to be cut off even though there wasn't a fair trial.

The Ned Stark scene is a fair point on how easily crowds can turn vicious under pressure or spectacle, and plenty of smallfolk in King’s Landing did cheer the Lannisters at times. That said, the quote you’re referencing is closer to Daenerys contrasting Meereen (where the slaves rose up themselves the moment she arrived) with King’s Landing, where the people never turned on Cersei. Cheering a public execution out of fear or excitement still isn’t the same as the active collaboration of the court, Gold Cloaks, or those who held real power. The show also depicted the smallfolk starving, rioting, and occasionally protesting the regime.

Mais oui trop !! Ça se voyait depuis le début que Daenerys était une perverse cruelle.
