First of Clark is not illegal. Second, Superman doesn't just pick and choose who gets to be saved or not. He saves every life indiscriminately because that's what a hero does. Hell, if I Lex Corp building was on fire, he wouldn't hesitate to save everyone there, including Lex, because he's a hero for EVERYONE, which is why he makes true change.
