Margarita Prokopenko, a 10-month-old girl, was in orphanage in Kherson during Russian occupation. From there, she was illegally transported to Russia, where her name and citizenship were altered in secrecy. According to IRS, Publication 501: "In order to claim a newborn child as a dependent, state or local law must treat the child as having been born alive, and there must be proof of a live birth shown by an official document like a birth certificate." Even the Federal government knows that a child isn't a child until they are "born alive," but Republicans want to pass all these draconian laws to protect a fetus.
