We need the data centers. We have to win the AI race. My guest for episode 5 of Counterweight is Manhattan Institute's Judge Glock. This spring he wrote about Loudoun County, VA in City Journal. Loudoun, one of the richest counties in America, with a median household income of around $170,000, has become the unlikely center of a new data center-based industrial revolution. And it's not just Loudoun. Data center construction is up about twenty times nationwide in three years, leading to an enormous political backlash. New York State imposed a moratorium on data center construction, and even Republican Greg Abbott of Texas has put a temporary pause in place. Meanwhile, speaking for myself, I’ve seen a ton of fear-mongering about them, with very little in the way of clear explanation of what the costs and benefits are and what they mean for the localities that might bring them in. I've brought Judge on to walk through in granular detail how data centers work, how Loudoun County became ground zero for the data center boom, and the recent pushback against data centers. We also talk about the unfortunate habit that AI CEOs have of seeming like the gloomiest people in the world in relation to the products they are trying to sell.

New: Stafford County, Virginia is on track to approve its sixth data center complex. Stafford County residents are pushing back while developers try to convince them data centers would be good for their wallets. For instance, developers point out 84 percent of the local tax burden falls on Stafford County homeowners. Aside from spending, that’s why taxes are going up. This year, the Stafford County Board of Supervisors raised taxes even higher than Fairfax County --- costing the average homeowner $1,800 more. The board is looking to data centers to help solve that problem. However, several residents are concerned about living next to data centers and the impacts on water and electricity bills. Some residents add that Stafford County’s tax rate on data centers is extremely low compared to Loudoun County, Fairfax and Prince William—-meaning data centers won’t generate as much tax revenue as nearby counties. STACK's Stafford Technology (data center) Campus spans 500 acres. It’s being built right now. If you’ve driven near I-95 in Stafford, you’ve probably seen it. The project is estimated to produce $150 million in tax revenue a year. But if Stafford County raised its data center tax rate to the level of Loudoun County, the county could see more than double or triple that amount of tax revenue.

Local opposition often cites electricity prices as the main concern. But as those costs climb due to aging infrastructure and regulations, it’s data centers that absorb the upgrade fixed costs, which stabilizes and brings down prices. For example, Loudoun County, VA is the country’s largest data center hub, but data centers cover nearly half the county’s tax revenue and effectively fund the bulk of non-school operations while keeping residential rates low. On the more understandable side of the resistance, property owners according to Fischel’s homevoter hypothesis vote to protect their property values at the expense of the benefits that can be reaped by everybody else. So if people want all the benefits of AI but none of the local costs, Elon’s solution to set up data centers in space remains an underrated solution.
