He is saying to turn on Fullscreen optimization. You should tick the box to turn FSO OFF. CS2 currently has a problem with e cores, if you have a cpu with them and only play CS2 disable the E cores.

I watched 3x.... still unsure if i should disable the enable or enable the disable... 🤔
