Today in Rome, I met with the President of the Council of Ministers of Italy, Giorgia Meloni. We discussed the importance of security guarantees for Ukraine and efforts to restore peace and protect lives. 46 days ago, Ukraine agreed to a full and unconditional ceasefire, and for 46 days, Russia has continued to kill our people. Therefore, special attention was paid to the importance of applying pressure on Russia. I appreciate Giorgia Meloni’s clear and principled stance. I also informed her about the constructive meetings held by the Ukrainian delegation with representatives of the United States, France, the United Kingdom, and Germany in Paris and London. I met with the President of the European Council, António Costa António Costa, and the President of the European Commission, Ursula von der Leyen Ursula von der Leyen. I am grateful to the European Union for opening the first negotiation cluster for Ukraine and Moldova. It is important to keep advancing the negotiation process along this track. We discussed the timetable for opening the next five clusters and further steps on Ukraine’s path towards European integration. Particular attention was paid to the implementation of the financial support package and preparations for the disbursement of the first tranche, strengthening sanctions against Russia, and diplomatic efforts to achieve peace. I am grateful for all the support France has provided to Ukraine, and for Emmanuel Macron personal support. Today, Emmanuel and I spoke primarily about security of Ukraine and Europe, as well as global security in light of the events in the Middle East and the Gulf region. Of course, today and always, Emmanuel and I maintain substantive coordination on issues related to our protection in Ukraine and our defense. We devote significant attention to joint defense production. We discussed both bilateral projects and the SAFE instrument. We identified steps and specific decisions that can deliver strong results. This concerns both air defense and combat aviation. It is important to continue putting pressure on Russia over this war in order to achieve genuine security and a lasting peace. The European Union’s resolve, and that of other partners around the world, must remain firm – it must work in a way that leaves Russia with no illusions. Russia must end this war. And I am grateful to everyone who is helping us in this effort.

I met with EU HRVP Kaja Kallas. The key priority is unblocking the €90 billion financial support package for Ukraine. These funds are critically important and serve as a financial security guarantee not only for Ukraine but for all of Europe. This very package must ensure our defense and send a signal to the Russians that their war will be doomed to fail. This signal depends on Europe, and it is essential that this signal is sent so that the war can end sooner.
