#BREAKING High school teacher and tennis coach arrested for sexual relationship with student Detectives from the Polk County Sheriff’s Office arrested a Winter Haven High School teacher on Thursday, July 23, 2026, after an investigation revealed that he had sexually battered a 15-year-old student numerous times whom he met at Winter Haven High in his capacity as a teacher. Cutshaw is also the boy’s tennis coach there. 55-year old Otis Cutshaw of Winter Haven was transported to the Sheriff’s Processing Center and charged with: 5 counts of sexual battery by custodial figure (FL), 5 counts of travelling to meet a minor (F2), 5 counts of unlawful use of a two-way communication device (F3), 7 counts of transmission of harmful material to a minor (F3), 8 counts of possession of obscene material depicting a minor (M2), use of a device to solicit sexual conduct with a minor (F3), child pornography (F3), offenses against students by authority figures (F2), lewd molestation (F2), and tampering with physical evidence (FL). The PCSO investigation began on Wednesday, July 22, 2026 after it was discovered that the victim was in an inappropriate relationship with the 55-year-old suspect. Detectives made contact with the victim who admitted that she had been in a sexual relationship with Cutshaw since school ended in May 2026 and that they communicated through messaging apps like GroupMe. According to the victim, the encounters occurred frequently at the beginning of summer and then daily during this past week. When detectives retrieved her phone, their messages appeared to have been deleted, but they were able to find substantial message history through forensic analysis. Detectives found numerous pictures, videos, and messages all predominately sexual in nature including photographs and videos of Cutshaw with his penis exposed or while masturbating that he had sent to the victim. During a phone call between the victim and Cutshaw, he told her that he deleted their chat history and that he needed to know what she had told law enforcement so that they could “match their stories.” While speaking to detectives, Cutshaw admitted to traveling to the victim’s residence and engaging in oral sex and penile-vaginal intercourse without a condom on approximately five occasions while her parents were away. He also admitted to exchanging nude photos and videos, providing the victim with gifts, and deleting their chat history because he knew law enforcement was coming to his house. Cutshaw also stated that despite the circumstances, he remains optimistic that he will eventually be able to marry the 15-year-old victim. Cutshaw is married and has two kids of his own. “We are disgusted to hear that someone entrusted with educating and protecting children has been arrested for such unacceptable behavior,” said Fred Heid, superintendent of Polk County Public Schools. “We are terminating his employment, and he will have no further involvement with our students. The school district will continue to cooperate fully with the Polk County Sheriff’s Office investigation, and we appreciate deputies moving so quickly to address this situation.”

Never give up. Our detectives didn’t stop looking for the man who left a young woman to die in a fiery crash. Today, we have him in custody. 27-year-old Savana Pendarvis was driving on January 2 on University Blvd. when her vehicle was struck by a speeding car. That driver, 24-year-old Alexander Rivera-Russo, rear-ended her, pushing her into a utility pole, where her vehicle caught fire. Not only was Rivera-Russo reckless, he was heartless. He ran away. Rescuers rushed to the scene but sadly couldn’t save Pendarvis. People in another car were also injured. Our Traffic Homicide Unit detectives quickly identified Rivera-Russo as the suspect in the crash, but he was nowhere to be found. Our detectives worked with our U.S. Marshals Task Force and never gave up. The case was in danger of going cold with a lack of leads. However, they kept working to find him. We shared his photo many times, asking for tips. But today, his luck ran out. We tracked him down to a home in the Oakleaf area of Clay County. With the help of our partners at the Clay County Sheriff's Office, FL, we arrested Rivera-Russo. He will face a number of charges, including leaving the scene of a deadly accident. We will also see who may have helped him hide. We know this doesn’t take away the pain that Pendarvis’ family is feeling, and it doesn’t bring her back, but it’s a step toward justice. This dangerous fugitive is off the streets and will spend his time at the Duval County Jail. This is a reminder that we don’t give up. Just because you don’t hear publicly about a case anymore doesn’t mean we’re not working behind the scenes. We’re grateful for the hard work of our detectives, the marshals, and our partners to bring this criminal’s run to an end. Our hearts continue to go out to Pendarvis’ loved ones and other families experiencing similar pain.

On December 26, 2025, deputies from our felony unit were in the 2200 block of Buchanan Bay Circle doing surveillance of a homicide suspect so they could serve a DNA search warrant in a murder that happened on Christmas Eve. While deputies were surveilling the residence, two men – the homicide suspect and another man - came out and the second man opened fire on deputies, striking one of our unmarked vehicles. One deputy returned fire, striking the 20-year-old shooter. Deputies rendered aid until paramedics were able to get to the scene and transport the man to the hospital, where he is undergoing surgery tonight. He will face charges for shooting at our deputies. The suspect in our homicide case – who was also armed with a handgun – was detained and was being questioned by our detectives late this evening. As is our standard procedure, the Florida Department of Law Enforcement is investigating the shooting and will turn over its findings to the State Attorney’s Office for review. Once that process is completed, OCSO will conduct its own internal investigation. The deputy who fired his weapon is on temporary, paid administrative leave.

Gang Suppression Unit (GSU) Detectives were conducting proactive enforcement in the South Sacramento area and were on a vehicle stop when approached by Darryl Maxwell. Darryl felt the need to interject in the lawful traffic stop. Unbeknownst to Darryl, GSU knew him and the fact that he was on parole AND probation… Darryl was detained and a search was conducted of his vehicle. GSU Detectives located a loaded, unregistered Glock 19 pistol concealed under the center console trim. Maxwell was arrested for being a felon in possession of a firearm and transported to the Sacramento County Main Jail. GSU would like to thank Darryl for essentially turning himself in.

On February 19, 2025 at 2:15 p.m., detectives from the Gaithersburg Police Department - Investigative Section and Street Crimes Unit were at the Lululemon in the 100 block of Crown Park Avenue working the retail theft detail when they observed four unknown females enter the business, split up, and bearhug multiple items. The four suspects then made their way to the door without paying. One suspect was apprehended at the door and the three others fled on foot. After a brief foot pursuit, the three other suspects were apprehended in the area of the Harris Teeter located in the 300 block of Copley Place. The four suspects stole over $10,000 worth of items from the business. During the course of the investigation, it was learned that the four suspects had also committed a felony theft over $1,500 at the Bath & Body Works in Germantown. The four suspects are also being charged with retail thefts that occurred earlier this year at the Lululemon, along with a theft at the Lenscrafters located in the unit block of Grand Corner Avenue in Gaithersburg, MD. Herndon, Stewart, and Spivey were transported to the Montgomery County Detention Center and the 17-year-old was released to their parents. ATTEMPTED ROBBERY/HOMICIDE ARRESTS Nearly four months after a failed jewelry store robbery left a 72-year-old man dead, Sacramento County Sheriff’s Office detectives have made two arrests. On April 18, 2026, deputies responded to a jewelry store in the 7400 block of Stockton Blvd after multiple suspects attempted to rob the business. Investigators determined the group arrived in six recently stolen vehicles, including the one used to ram into the business. The suspects encountered an armed private security guard and fled. During the attempted robbery, the 72-year-old man was struck by the vehicle used to ram the business and suffered life-threatening injuries. He passed away 10 days later. Automated License Plate Readers (ALPRs) were instrumental in solving this murder. ALPR information provided detectives with critical investigative leads, allowing them to track vehicles associated with the suspects and connect evidence across jurisdictions. Without this technology, this murder would likely remain unsolved. Working with law enforcement partners throughout the Bay Area, detectives identified 24-year-old Alfredo Colmenero-Martinez of Oakland as the driver of the vehicle that struck the victim. Detectives also identified 35-year-old Jarren Frazier of Stockton as the individual responsible for planning and coordinating the attempted robbery. The Sacramento County District Attorney’s Office issued arrest warrants for Colmenero-Martinez for murder and Frazier for attempted robbery and conspiracy. On August 12, Major Crimes Bureau detectives arrested Colmenero-Martinez in Tracy and Frazier in Concord. Additionally, search warrants were served at four locations with assistance from the Oakland Police Department. Colmenero-Martinez and Frazier were booked into the Sacramento County Main Jail, where both remain ineligible for bail.

ALPR information provided detectives with critical investigative leads, allowing them to track vehicles associated with the suspects and connect evidence across jurisdictions. Without this technology, this murder would likely remain unsolved. Working with law enforcement partners throughout the Bay Area, detectives identified 24-year-old Alfredo Colmenero-Martinez of Oakland as the driver of the vehicle that struck the victim. Detectives also identified 35-year-old Jarren Frazier of Stockton as the individual responsible for planning and coordinating the attempted robbery. The Sacramento County District Attorney’s Office issued arrest warrants for Colmenero-Martinez for murder and Frazier for attempted robbery and conspiracy. On August 12, Major Crimes Bureau detectives arrested Colmenero-Martinez in Tracy and Frazier in Concord. Additionally, search warrants were served at four locations with assistance from the Oakland Police Department. Colmenero-Martinez and Frazier were booked into the Sacramento County Main Jail, where both remain ineligible for bail.
