wait wait, I have no idea how the code behind mania works but if this is only a 1.0 demo. Then could it be that a 2.0 made for the mania DECOMP could allow better custom cutscenes? Just curious

Yes, the eventual move to the decomp will open the door for custom coded things all over the project. But the main focus right now is finishing up all the levels in the steam version as the move to decomp will require a rewrite of all of the custom movesets/abilities.

Why not just use decomps? Makes more sense to do so because you can actually have custom code.

Will there be an option to download just the levels as a pack without the new characters/moves?

No, there won't be, All the levels are heavily designed around the new moves and abilities, so not only would it just not be as fun, around half the levels would soft-lock with the player, not being able to progress.
