Hate these videos that don't show enough to conclude one way or the other if the perpetrator is guilty. More often than not, they are guilty, otherwise it wouldn't be used in division propaganda.

If this really is a special needs kid, you have to be a bit sympathetic to his condition. He should not have his hand around his throat like that. This isn’t about race. You think if they guy stealing it was white it would make a difference? Not it’s still stealing.
