Man gets upset at neighbor cleaning windows

Imagine a country so free you must have a permit cleaning someone's windows.....

We are not seeing the whole thing. Looks like he is harassing people. Homeowners get tired of roofers, window cleaners, w/e going to door to door and claiming "your neighbor got service with us". "IDGAF if Bob next door used your service and got scammed...did I call you?"

I used to be a door-to-door salesman. We used to run into guys like that all the time I always loved showing the permit to the cops and then walking by and waving with a smile.
