Depends what Rubio means with destroyed. If he means making it nicer to live in while the economy is being hold back a bit I would not say that this has to be a bad thing. Probably it would be for the rich people but certainly not for the Common people.
Usually in experiments you want to hold as many variables constant as possible. I don't think holding US bombing, political interference, death squads, and economic manipulation variables constant makes a good experiment lil Marco.
