Lots of discussion about the Jones Act since announcement of a waiver on March 17. What has not been discussed is the role of the 56 tankers and approximately 20 Articulated Tugs/Barges (ATBs) that are in the US-coastal fleet that provides 4 million tons of lift capacity on a daily basis. The chart below from MarineTraffic shows how those tankers and ATBs provide long-term, dedicated service to the United States, particularly between Alaska, Hawaii and the West Coast; the Gulf Coast to Florida, the East Coast, and Puerto Rico; and from the Gulf Coast to the West Coast. At the same time, US flagged tankers under charter to the U.S. Navy's U.S. Navy's Military Sealift Command and in the DOT Maritime Administration Tanker Security Program, provided a continuous supply of fuel to the ships of the U.S. Naval Forces Central Command/U.S. 5th Fleet in the Indian Ocean and Arabian Sea. What the events of the past months should demonstrate is that the United States needs to invest in a tanker shipbuilding program in the United States to fill those areas that foreign shipping was used to move fuel internally in the United States, and to supplement the charter fleet of the Department of War 🇺🇸. The question is, who will lead this effort?
