Suspicions surrounding Prime Minister Mark Carney's $1.45 billion condo bailout plan deepened Tuesday after the Liberal majority shut down the federal Conservatives effort to investigate who the controversial plan truly benefits. The plan, first announced by Carney and B.C. Premier David Eby, would see governments use taxpayer funds to acquire up to 2,200 unsold condominium units in Greater Vancouver after Carney argued developers were "stuck" and "don't want to sell at a loss." Despite Parliament being recessed for the summer, newly appointed Conservative Shadow Minister for Ethics and Accountable Government Aaron Gunn and his Conservative colleagues called an emergency meeting of the House of Commons Ethics Committee to demand answers. One of the most significant potential conflicts was Brookfield's June 3 announcement that it had entered into a joint industrial venture with Concert Properties, just 15 days before Carney and Eby unveiled their plan to use taxpayer-backed financing to acquire up to 2,200 unsold Metro Vancouver condominium units. According to Conservative MP Gabriel Hardy, Concert Properties is among the major Metro Vancouver developers positioned to likely benefit from the proposed buyout due to its many empty condos in Greater Vancouver’s Burnaby city. The timing of Brookfield's partnership is one of several issues Conservatives wanted independently scrutinized. With those concerns in mind, Gunn introduced a motion calling for up to six ethics hearings into the condo-buying plan. According to Carney, the proposal would involve a roughly $1.45B program, with approximately 10% federal financing and 90% provincial financing, to purchase some unsold condos at a discount and convert them into affordable rent-to-own housing. Carney says the focus isn't on helping developers. He says the goal is to help families who can't afford a down payment get into a home sooner.

Not a rumour. Committee testimony. Carney used to chair Brookfield. He parked assets in a blind trust and called a screen the gold standard. Then Justin Beber sat down in the PMO anyway. Same pattern as NorthRiver Midstream lobbying days after the election and Brookfield Infrastructure’s CEO meeting him in Washington. The people running the screen are not some independent watchdog. They are the Clerk and the Chief of Staff, both answering up the same chain. Sabia even sold his own Brookfield shares so he could administer the wall. If the wall only works when the boss’s staff say it works, it is not a wall. The ethics committee told Ottawa to force a prime minister to sell, not hide assets in a trust, and to put non-partisan public servants on the screen with a written log. The Act has not been modernized in a decade. Liberals filed a dissent. The report is not binding. So nothing changes unless they choose to change it. Canadians were told to trust the process.
