so youre actually saying that if someone has to do some bad act they will do it anyways and one should not be careful. Its exactly like if a robber has to to rob you it doesnt matter if you lock your house or not so j leave it unlocked so it gives an edge to rob you. The point is; Islam doesnt say that if women dress modest it’ll automatically guarantee their safety. Bad people with bad intentions are everywhere but what we need to do is to be careful. And dressing modest prevents alot of people to have bad intentions towards you.
