He is not a man yet. Still a kid. If there is not control over it, parents may be ruining his future.

If you have a dark skin complexion, its very important to have a clean, well trimmed hairstyle and always wear some light coloured clothes to look hygienic and proper. Educated and sane people understand this very well and follow it. Initially, when I saw the kid, I thought they were gifting something to a homeless poor kid they brought into their home from the streets.
