Even though it may be stated in Gesara Nesara, the question is, why would they eliminate certain banks and be left with Financial Banks, and also conduct an RV with all of the world? You wouldn't bother with the RV. You would just wipe everyone's debt & be done with it. For eg, Someone that has a $20m Home & has a $10m Mortgage, it would seem unfair that they would have their debt wiped. Then they will be further & further ahead of everyone.
