Graham: The War Powers Act was passed in 1973 by a bunch of liberal Democrats. It's a power grab by the congress against the commander in chief. Every president has rejected the idea that congress can substitute our judgment for theirs. This is an unconstitutional power grab. To my colleagues, you're doing a lot of damage. You're emboldening our enemies. Stop it.
