Yes, Mike, because self-regulation has worked out so well in the past. GM changed a part to save money that caused cars stop while they were travelling and killed several people. GM hid the details and blamed the drivers. It hid the files to conceal the accidents. They paid out millions to the families.

"hyper regulate". In typical Sunday Morning Talk Show fashion, he get's to equate any regulation with "hyper regulation" and the host doesn't ask him to define the term. She doesn't ask him to give an example of a valid regulation and an example of a "hyper regulation".
