Today, I held a Staff meeting, focusing primarily on energy security and the protection of our energy system. The Russians have not changed their objective of destroying Ukraine’s energy infrastructure, relentlessly attacking and adjusting their strikes to our defense capabilities, making it more difficult to repel them. Today’s reports covered defense systems, the protection of energy facilities, and the recovery efforts after attacks. We also discussed air defense capabilities and the need for interceptor missiles. New tasks have been assigned to our diplomats and the Ministry of Defense for working with partners. The supply of air defense systems for Ukraine is critical and must not stop. It is essential to constantly seek ways worldwide to strengthen our defense, increase domestic production of necessary equipment, localize manufacturing, and secure licensing agreements with partners. During my meeting with the President of Lithuania, Gitanas Nausėda, we focused primarily on our defense cooperation and agreed to work together within the Drone Deal format: our countries now have such bilateral agreement. The agreement is intended to strengthen both our countries in defense, and importantly, it is built on the principle of reciprocity – we support our partners who provide real and tangible support for our defense. A Ukrainian military expert team will work in Lithuania to develop the necessary security capabilities, first and foremost to counter modern threats and strengthen the security of our countries and the entire region. The challenges we face are shared, and we must overcome them together. We value Lithuania’s principled support and its readiness to strengthen defense and make it truly capable of responding to any Russian attacks. I am also grateful to Gitanas Nausėda for his clear position on our European integration – all six negotiation clusters for Ukraine should be opened.

On the diplomatic front, we are working hard not only to counter Russian influence, but also to persuade partners to increase their supply of air defense systems and missiles. The other issue is the availability of weapons and ammunition for our frontline warriors to carry out current and future missions in the coming months. We are well aware of what Russia is preparing for. They are war-sick and will not stop themselves. And we make every effort to have sufficient capabilities to counter them.

Today, I held a Staff meeting where we had in-depth discussions about the use of air defense systems and the protection of our cities and communities. Steps were identified to make the use of the systems we already have more effective. We are also working on securing additional protection for Ukraine. We are very much counting on the "Patriot" system that Romania is preparing to provide, and I will be grateful to Romania for this crucial support. This is something that will truly help our people, our country, and our entire region. We continue to work with all our partners to secure stronger support for our defense—especially long-range solutions that could destroy a significant portion of Russian ballistic missiles before they even launch. This is one of the key issues of this war. The issue of our long-range capabilities and the necessary approvals from our partners, as well as the long-range shells and missiles we could use, is critical. Russian strikes will become impossible if we have the ability to destroy the occupier's launch sites, military airfields, and logistics hubs where they are located. Granting Ukraine these approvals and providing us with this weaponry would be the biggest step toward a real, just end to this war. Russia simply doesn't know how to fight without terror—terrorist strikes and their ability to create destruction have replaced tactics and strategy for the Russian leadership in this war.

I met with Minister of the Armed Forces and Veterans Affairs of France Catherine Vautrin. We discussed Ukraine’s needs to strengthen our defense: military assistance, bolstering our air defense with systems and missiles, and expanding our aviation capabilities with French Mirage and Rafale aircraft. It is crucial to maintain the resilience of Ukraine’s air defense amid Russia’s massive attacks on our energy infrastructure. We are also interested in ensuring the swift execution of joint projects within European initiatives, primarily SAFE. I am grateful to the Minister for her first visit to Ukraine since taking office and to the President of France and all the French people for their support of Ukraine from the very beginning of Russia’s full-scale invasion.

We are now in a new phase of development for the Air Force of the Armed Forces of Ukraine. We have done a lot to transition the Ukrainian Air Force to a new aviation standard – Western combat aviation. From the beginning of this war, we have been talking with our partners about the need to close the Ukrainian sky from Russian missiles and aircraft. We have held hundreds of meetings and negotiations to strengthen the capabilities of our aviation, air defense, and Defense Forces. We often heard the word "impossible" in response, but we made possible what was our ambition, our defense need, and now – it is a reality in our sky. F-16s in Ukraine. We ensured this. I am proud of all our guys who are skillfully mastering these aircraft and have already started using them for our country. I thank our team for this result. I thank all the partners who are truly helping with the F-16s, and the first countries that accepted our request for aircraft – Denmark, the Netherlands, the United States, – and all our partners, – we value your support. I wish our Air Force and all our warriors to feel the pride of Ukrainians in our combat aviation and to bring Ukraine the combat results that will bring our victory closer – our just peace for Ukraine.

You can run, but you can't hide! Recently, two officers from our Uncrewed Aerial System (UAS) team responded to assist an outside agency with searching a building of a business that was burglarized. These burglars attempted to avoid capture, but underestimated the skills of our UAS pilots. Our pilots launched the UAS into the attic of the business and located not one, but TWO suspects hiding. Both suspects surrendered to law enforcement and were booked for burglary related charges. This incident highlights not only the special skillsets and tools that the Sacramento Police Department possess, but also our collaboration with our outside-agency partners to ensure public and officer safety. There have been meetings at various levels, and one of our top priorities is securing long-range capabilities for our Defense Forces. This is crucial to preventing the terror that our Kharkiv and other cities across Ukraine are forced to endure. Clearing Ukrainian skies of Russian guided bombs is a powerful step toward forcing Russia to seek an end to the war and a just peace. Our representatives have provided all the necessary information and details to our partners. I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. The goal is to strengthen Ukraine to the maximum and add to our defense every month. This week has proved the effectiveness of the air defense systems provided by partners. We are working to bolster our air defense and have already made agreements. This topic is being discussed at every meeting with partners. There will be more systems and more protection. We are also planning more important foreign contacts until the end of the year.
