Please forgive if this is a stupid question but what is the difference between this and just cutting those frequencies with an eq?

Not a stupid question at all! In all honesty, not much, other than this is ENTIRELY automatic. All of the resonances in the signal are used at the filter shape, meaning pitch and amplitude can change, and it will automatically adjust. This is a bit difficult with a dynamic EQ.
