That is why the security response increasingly relies on area domination, counter-infiltration measures, intelligence sharing and continuous surveillance rather than treating each encounter as an isolated event. The Government has specifically listed strengthened counter-insurgency grids, strategic checkpoints, intensified CASO operations, real-time intelligence sharing and day-and-night area domination among its counter-terror measures. ●》AND THE BIGGER PICTURE IS IN THE NUMBERS 2018 → 2025 🔻 Terrorist-initiated incidents: 228 → 12 🔻 Civilian deaths: 55 → 28 🔻 Security-force fatalities: 91 → 16 And the longer-term picture is even more significant: 7,217 terrorist incidents during 2004–2014 compared with 2,242 during 2014–2024. Stone-pelting, which averaged thousands of incidents annually in the earlier period, has also fallen to near-zero in recent years, according to Government of India data. This does not mean terrorism has disappeared. Majalta proves the opposite. The threat remains. But the difference is that the security architecture is increasingly identifying and confronting that threat before it can expand into a sustained terror campaign. ▪︎ WHAT HAS CHANGED?
