So he had 70 shillings to run the government, do development, and pay salaries. Kibaki, by the time he handed over to Uhuru, of his 1 trillion and 2 trillion of debt, 18 shillings was going to debt payment. He had 72 shillings that was actively running government operations, which is why people say Kibaki’s budget was debt-free. When Uhuru handed over to Ruto, 65 shillings was going to debt payments. The government started borrowing for recurrent expenditure, no more for development and that is illegal in our laws. The Controller of Budget Margaret Nyakang'o has revealed that those projects are UNBUDGETED for in the current Financial Year. The COB says that government budgeted for Ksh. 889B on development projects in the entire FY, it won't be possible for more than Ksh. 700B to go to only 4 counties. The Minister came back with an offer from the state of 8 shillings, which our members out rightly refused. The original proposal was that they take out the entire 46 shillings that they increased in the last cycle. The agreement was that the strike goes on, and we maintain it until we agree. In the Minister’s words, he said in Michuki’s time, people walked to work for two months until a solution was found.
