Now, after refusing to neutralise the FDLR, Kinshasa feigns surprise that Rwanda has acknowledged a matter (the security coordination arrangement with M23) that was discussed and settled in the peace agreement. If the warning given earlier was not understood, then what comes next will be far more surprising.
