When I was a pharmacist outside of Washington DC, one of my patients, a white American priest, mentioned Cardinal Tagle out of the blue in 2015. Tagle is well known & popular amongst American priests. He has ties to DC area. He would visit US frequently unlike Francis. US has $$$

STOP SAYING ONLY IN THE PHILIPPINES Luis Antonio Cardinal Tagle speaks about the current corruption scandal in the Philippines and objects to the narrative that it is “only in the Philippines” where such widespread wrongdoing can be found. As pro-prefect of the Vatican’s Dicastery for Evangelization, the cardinal draws from his travels abroad — including in dire places — in explaining that the Philippines is not the only country dealing with massive corruption. Tagle says such a portrayal hurts the employment situations of overseas Filipino workers. “Kapag ang napapakita lang natin ay ang kapangitan ng bansa, ano kaya ang iisipin ng kanilang mga employers at mga kasama? … Pero hindi po ganyan ang Pilipino.” Tagle also brings up the possibility that the country’s problems with corruption are a consequence of another entity or power: “Dahil global ang pandaraya at korupsyon, baka may mga ibang kamay na nakikialam dito sa atin.
