After the ride was over she was preparing to pay him and he told her it would be $500. She argued that he told her $20, he then said yes it’s $20, per minute, per person. She was so upset and fearful because she felt he was trying to intimidate her, so she called the police. I don’t feel this was right as she still ended up paying him $200 instead of $500. Should the police have charged him for scamming her, relieving her of payment?
