The United States has laid out how Rwanda, under Paul Kagame, is a spoiler to peace. How will Washington hold Paul Kagame to account in light of this? In his address to the United Nations, US Ambassador Mike Waltz said Rwanda has strategic control of its proxy militia M23 and its political wing AFC, and uses them to achieve its geopolitical goals in Congo. "Kigali has been intimately involved in planning and executing the war in eastern DRC, providing military and political direction to M23 forces and AFC for years now. The Rwandan Defense Forces have provided material, logistics and training support to M23 as well as fighting alongside the M23 in DRC with roughly 5-7,000 troops as of early December.." Waltz said Rwanda has deployed multiple surface-to-air missiles and other heavy sophisticated weaponry in North and South Kivu to aid M23, and in the latest offensive against Uvira, Rwandan forces were present with M23 along the front lines. For eight incredible years, Kathryn and I have greeted every day with enormous gratitude for the opportunity to serve the citizens of North Dakota as governor and first lady. We have been rewarded with a deeper sense of love and appreciation for this exceptional place where we were born, where we became a family and where we embarked on an immensely rewarding journey into public service. Our two terms in office have reaffirmed what we already knew: North Dakota truly is the best of America. From the farm fields to the oil fields, North Dakotans work tirelessly to feed and fuel the world. Agriculture and energy form the bedrock of a robust and increasingly diverse economy that has continued to expand across manufacturing, technology, health care, aerospace, retail, tourism and other areas. Our abundant natural resources are the envy of the nation, from the rich soils of the Red River Valley to the bountiful oil and gas deposits of the Bakken, to the highly productive lakes, rivers, grasslands and Badlands teeming with fish and wildlife. On our first day in office, in our first meeting with cabinet agency leaders, and in my first State of the State address, I issued this challenge: Anything being done simply because “that’s the way we have always done it” should be and must be rigorously and respectfully questioned. And no matter what, we must have the courage to admit that we can always do better. In the ensuing years, we harnessed the power of technology to reinvent government processes to be more efficient, responsive and cost-effective for taxpayers. We engaged our tribal nations in new and unprecedented ways, strengthening relationships built on understanding and mutual respect. We prioritized behavioral health and reduced the stigma of the disease of addiction, inspiring thousands to find hope in recovery. We encouraged and supported cities of all sizes in their efforts to create healthy, vibrant communities with smart, efficient infrastructure that can attract and retain a skilled workforce. We empowered teachers with policies and tools to support innovative education. We provided historic tax relief and diversified our economy to make our state more competitive and resilient. Through it all, we fought to protect the freedoms and safety that make our state a great place to live, work and raise a family. Working with the Legislature, Lt. Govs. Tammy Miller and Brent Sanford, and other state and local officials, we expanded Second Amendment rights. We passed “Back the Blue” policies and programs to support our peace officers, firefighters and first responders. We made huge strides toward making North Dakota the most military-friendly state in the nation. This work – firmly rooted in the values of courage, curiosity, gratitude and humility – was fulfilling beyond measure. It’s as President Theodore Roosevelt said: “Far and away the best prize that life offers is the chance to work hard at work worth doing.” We caught the prize, and the last eight years have been filled with work worth doing. We owe North Dakota’s positive outlook to the private-sector innovators and entrepreneurs, the bold leaders and risk-takers, the teachers, nurses, laborers and other workers on the front lines, and the outstanding efforts of dedicated Team ND members who strive every day to ensure that state government lives up to our purpose statement: Empower People, Improve Lives and Inspire Success. The process of making traditional Japanese 'Straw Shoes' : Waraji sandals are made of woven straw. Long straw straps attached to the front pass through loops on the sides and heel, and are tied around the ankle to fasten the sole to the foot. Waraji are light, permitting nimble footsteps, and they are cheap to make, so in the old days, they were worn by lower ranking soldiers, construction workers, and ordinary people when traveling. The straw zori is an improved version of the waraji, and is said to be the ancestor of the beach sandal now worn around the world. It has a thong and an oval sole, both made of woven straw. The big and second toes grip the shaft of the thong. One variation for the military class in the middle ages was the heel-less ashinaka, designed for the battlefield. In time, people began wearing zori for farm work. During the Edo period (1603-1867 AD), zori makers set up shop in urban areas and were soon producing different types. One type, now considered a typical zori, was the setta sandal—the top part of the sole had a bamboo sheath weave, the underside was covered with leather, and the heel had a metal fitting. Other zori had fancy shapes and luxurious designs. A geta is basically a rectangular wooden sole with two wooden supports under it and a thong on top. The toes grip the shaft of the thong, just like wearing zori. Picture scrolls from as far back as the 10th Century AD, show people in geta, indicating that geta have been worn for a long time. By the beginning of 18th Century, better tools had been developed to mass-produce geta, and they became quite the fashion in the city of Edo (present-day Tokyo). They became more and more gaudy, and this prompted the Shogunate, which punished the common folk for ostentatious lifestyles, to forbid the wearing of lacquered geta. Until shoes became common, geta remained the footwear of choice—production peaked in 1955 at 93 million pairs, and plummeted thereafter. Tabi are like socks, except that they are designed to be worn with zori or waraji. Tabi help keep the feet warm in winter and prevent sores from forming where the thong rubs against the foot. These "socks" are unique because of the notch between the big and second toes, to accommodate the shaft of the thong. Jika-tabi boots are notched like tabi, but have a rubber sole so that they can be worn outdoors without any other footwear. They were invented in 1922 by two brothers in the Ishibashi family, Tokujiro and Shojiro. The Ishibashi were tabi makers, and their company went on to become Bridgestone Corporation, the tire manufacturer. The Tokyo Earthquake of 1923 offered an opportunity for the new jika-tabi boots to play an important role in reconstruction efforts. Jika-tabi prevent slipping, and the notch gives the toes a better grip in difficult places, which explains why they are still used at construction sites in Japan. Modern Japan has taken on many Western habits, and shoes are now worn outside, to the almost complete exclusion of other footwear. But the custom of not wearing shoes in the home remains, and this has led to the use of uwabaki slippers in schools. Some other types of footwear developed in modern Japan are designed to promote health. The big and second toes grip the shaft of the thong. One variation for the military class in the middle ages was the heel-less ashinaka, designed for the battlefield. In time, people began wearing zori for farm work. During the Edo period (1603-1867 AD), zori makers set up shop in urban areas and were soon producing different types. One type, now considered a typical zori, was the setta sandal—the top part of the sole had a bamboo sheath weave, the underside was covered with leather, and the heel had a metal fitting. Other zori had fancy shapes and luxurious designs. A geta is basically a rectangular wooden sole with two wooden supports under it and a thong on top. The toes grip the shaft of the thong, just like wearing zori. Picture scrolls from as far back as the 10th Century AD, show people in geta, indicating that geta have been worn for a long time. By the beginning of 18th Century, better tools had been developed to mass-produce geta, and they became quite the fashion in the city of Edo (present-day Tokyo). They became more and more gaudy, and this prompted the Shogunate, which punished the common folk for ostentatious lifestyles, to forbid the wearing of lacquered geta. Until shoes became common, geta remained the footwear of choice—production peaked in 1955 at 93 million pairs, and plummeted thereafter. Tabi are like socks, except that they are designed to be worn with zori or waraji. Tabi help keep the feet warm in winter and prevent sores from forming where the thong rubs against the foot. These "socks" are unique because of the notch between the big and second toes, to accommodate the shaft of the thong. Jika-tabi boots are notched like tabi, but have a rubber sole so that they can be worn outdoors without any other footwear. They were invented in 1922 by two brothers in the Ishibashi family, Tokujiro and Shojiro. The Ishibashi were tabi makers, and their company went on to become Bridgestone Corporation, the tire manufacturer. The Tokyo Earthquake of 1923 offered an opportunity for the new jika-tabi boots to play an important role in reconstruction efforts. Jika-tabi prevent slipping, and the notch gives the toes a better grip in difficult places, which explains why they are still used at construction sites in Japan. Modern Japan has taken on many Western habits, and shoes are now worn outside, to the almost complete exclusion of other footwear. But the custom of not wearing shoes in the home remains, and this has led to the use of uwabaki slippers in schools. Some other types of footwear developed in modern Japan are designed to promote health. Analyst Comment: As with most infrastructure attacks, these incidents are usually not immediately disclosed to the public unless the public would find out about it anyway, so the timing of all of these cyberattacks is not really known. The Minnesota attacks last week were publicized immediately due to the immediate impact to the public, and now that more eyes are on the issue (and various federal agencies have issued warnings of more attacks), more lower-level municipalities are disclosing that they had similar breaches over the past two weeks. As far as the malign actors behind these cyberattacks, it could be anyone. It does not take a nationstate level actor to breach a system that was using the default passwords or wasn't secured properly in the first place, but the targeting of a nation's water supply indicates the motive is probably in the military realm. No ransomware or demands have been noted, and no hacking group has claimed credit yet. These attacks were meant to directly take services offline, ruling out financial motives for the time being. California: Yesterday the DoJ announced the arrest of an individual tied to a possible security breach at the Trump National Golf Club in Los Angeles. The press release states that Jeanine John Taele was observed conducting surveillance by the initial Secret Service advance team that was sent to the Golf Club ahead of President Trump's visit. Taele was observed wearing an earpiece and taking photos of the security practices at the club, which drew the eye of the USSS. The suspect departed the facility and transited to his home, where he was apprehended by the Secret Service. During a search of his belongings agents found a few firearms, a pair of binoculars, and a generic badge used by security guards. Additionally, authorities discovered several notebooks containing "concerning statements" at his residence. Analyst Comment: The press release left enough ambiguity to make it difficult to determine what actually happened here: This could be extremely serious, or just some idiot who got too curious. The mention of the earpiece is an important detail, because depending on what that earpiece was, this could be a big deal. The way the release is written, this could easily have been a bluetooth headset as is customarily displayed by those who prefer the rather garish utilitarianism of wearing at all times. Or, this could have been a more substantial security threat that expands beyond just one person. If this individual was acting suspiciously, taking photos of security equipment, speaking into a "radio signal device" with an earpiece, and had vaguely described manifesto-esque notebooks at his residence...this was probably way more serious than just some guy walking around. -----END TEARLINE----- Analyst Comments: The drone incident in Germany will be heavily scrutinized as this is a major escalation which can be interpreted in many different ways. First off all, it must be noted that the one extremely blurry photo of one drone may or may not actually show an explosive charge. What looks like an explosive charge could also be the battery pack, it's hard to tell based on the photo. If there were explosives onboard, it would have been a very small charge and not the flying artillery shells that have become common during the war. At the wavetop level, it is hard to believe that a nation-state level actor which has undeniably mastered the art of conducting attacks with sUAS platforms in war...would fail. If Russia was behind this attack, and really intended to target Ukrainian aircraft on the ground in Germany, a 100% failure rate using multiple explosive drones is extraordinarily unlikely. As a result, it's possible that this was either a false-flag attack intended to blame Russia, or it was Russia sending a message to NATO. Conducting a drone attack, but deliberately leaving the detonator disconnected so that the debris is found and forensic analysis of the explosives leads to a Russian factory, would be a classic Russian message...that's their style perfectly. This is the Kremlin's version of "per my last email", and proves two very serious ideas: NATO's aircraft are vulnerable on their home turf, and Russia already has clandestine forces located near NATO airports poised and waiting to eliminate NATO aircraft before they ever get off the ground. That message is more valuable than taking out one Ukrainian transport plane. However, this whole saga could also be the Ukrainians trying to expand the war, continuing the trend that has been expanding for some time. Since the very start, Zelenskyy has been trying to draw the whole world into their war, and has conducted attacks involving other European nations (such as Monaco and Turkey), which have served as an attempt to bring other nations in to the war to fight the Russians for them. From the Ukrainian perspective this makes sense, and every nation on earth fighting such a nasty war would also use trickery in a similar manner. But for the DHL pilots who almost died and other collateral damage over the years, this is hardly reassuring. The truth will probably be indirectly told in the mainstream media, by what rhetoric is being pushed. If this incident is downplayed and memory-holed, it probably was the Russians. If the mainstream media sources in NATO countries start an information campaign to spin this in their favor, the chances of this being a fake attack go up. Georgia is the latest state affected by cyberattacks, and this afternoon New Jersey also reported two water districts being targeted, both of which had to cut access to unspecified computer systems and switch to operating manually. Analyst Comment: As with most infrastructure attacks, these incidents are usually not immediately disclosed to the public unless the public would find out about it anyway, so the timing of all of these cyberattacks is not really known. The Minnesota attacks last week were publicized immediately due to the immediate impact to the public, and now that more eyes are on the issue (and various federal agencies have issued warnings of more attacks), more lower-level municipalities are disclosing that they had similar breaches over the past two weeks. As far as the malign actors behind these cyberattacks, it could be anyone. It does not take a nationstate level actor to breach a system that was using the default passwords or wasn't secured properly in the first place, but the targeting of a nation's water supply indicates the motive is probably in the military realm. No ransomware or demands have been noted, and no hacking group has claimed credit yet. These attacks were meant to directly take services offline, ruling out financial motives for the time being. California: Yesterday the DoJ announced the arrest of an individual tied to a possible security breach at the Trump National Golf Club in Los Angeles. The press release states that Jeanine John Taele was observed conducting surveillance by the initial Secret Service advance team that was sent to the Golf Club ahead of President Trump's visit. Taele was observed wearing an earpiece and taking photos of the security practices at the club, which drew the eye of the USSS. The suspect departed the facility and transited to his home, where he was apprehended by the Secret Service. During a search of his belongings agents found a few firearms, a pair of binoculars, and a generic badge used by security guards. Additionally, authorities discovered several notebooks containing "concerning statements" at his residence. Analyst Comment: The press release left enough ambiguity to make it difficult to determine what actually happened here: This could be extremely serious, or just some idiot who got too curious. The mention of the earpiece is an important detail, because depending on what that earpiece was, this could be a big deal. The way the release is written, this could easily have been a bluetooth headset as is customarily displayed by those who prefer the rather garish utilitarianism of wearing at all times. Or, this could have been a more substantial security threat that expands beyond just one person. If this individual was acting suspiciously, taking photos of security equipment, speaking into a "radio signal device" with an earpiece, and had vaguely described manifesto-esque notebooks at his residence...this was probably way more serious than just some guy walking around. -----END TEARLINE----- Analyst Comments: The drone incident in Germany will be heavily scrutinized as this is a major escalation which can be interpreted in many different ways. First off all, it must be noted that the one extremely blurry photo of one drone may or may not actually show an explosive charge. What looks like an explosive charge could also be the battery pack, it's hard to tell based on the photo. If there were explosives onboard, it would have been a very small charge and not the flying artillery shells that have become common during the war. At the wavetop level, it is hard to believe that a nation-state level actor which has undeniably mastered the art of conducting attacks with sUAS platforms in war...would fail. If Russia was behind this attack, and really intended to target Ukrainian aircraft on the ground in Germany, a 100% failure rate using multiple explosive drones is extraordinarily unlikely. As a result, it's possible that this was either a false-flag attack intended to blame Russia, or it was Russia sending a message to NATO. Conducting a drone attack, but deliberately leaving the detonator disconnected so that the debris is found and forensic analysis of the explosives leads to a Russian factory, would be a classic Russian message...that's their style perfectly. This is the Kremlin's version of "per my last email", and proves two very serious ideas: NATO's aircraft are vulnerable on their home turf, and Russia already has clandestine forces located near NATO airports poised and waiting to eliminate NATO aircraft before they ever get off the ground. That message is more valuable than taking out one Ukrainian transport plane. However, this whole saga could also be the Ukrainians trying to expand the war, continuing the trend that has been expanding for some time. Since the very start, Zelenskyy has been trying to draw the whole world into their war, and has conducted attacks involving other European nations (such as Monaco and Turkey), which have served as an attempt to bring other nations in to the war to fight the Russians for them. From the Ukrainian perspective this makes sense, and every nation on earth fighting such a nasty war would also use trickery in a similar manner. But for the DHL pilots who almost died and other collateral damage over the years, this is hardly reassuring. The truth will probably be indirectly told in the mainstream media, by what rhetoric is being pushed. If this incident is downplayed and memory-holed, it probably was the Russians. If the mainstream media sources in NATO countries start an information campaign to spin this in their favor, the chances of this being a fake attack go up. For everyone who does not have the ability to forensically analyze the devices themselves, the true culprit might never be known. All the while the new Cold War becomes increasingly more hot, every single day.
