The Pathetic State of Gutkha Spitters in Bengaluru – A Shame on Civic Sense It’s disheartening and utterly shameful to witness the sorry state of the foot overbridge in Whitefield, Bengaluru the one that connects the Kadugodi Bus Stand to the Whitefield Railway Station. A structure built with the intent of easing pedestrian movement and ensuring safety has now become a canvas of disgrace, thanks to a certain section of irresponsible individuals who chew gutkha and mindlessly spit it all over the bridge walls and floors. What should have been a clean, functional public utility now stands defaced with red stains and foul odour, all thanks to the gutkha-spitting menace. The entire stretch of the bridge is littered with spit marks, especially on the sides, as if it were made solely for these shameless acts. It raises a serious question—who is to blame here? The people who consumed and spat gutkha in public without an ounce of civic sense? Or the authorities who built the bridge with good intentions but seemingly failed to enforce cleanliness and maintain discipline? Let’s not mince words the primary blame lies with the gutkha spitters. These individuals, with absolute disregard for public hygiene and basic decency, have turned a public asset into a public toilet. They don’t think twice before leaving behind stains that not only make the place unhygienic but also dangerous, especially during the monsoon when the stairs and paths become slippery. This is not just disrespect to public property—it’s disrespect to the entire community. And while the railway authorities should step up surveillance and maintenance, the core of the problem lies in the lack of responsibility and civic behaviour among the public. No amount of cleaning or rules will help unless people stop treating public spaces as their personal dumping grounds. India is developing, our cities are growing, infrastructure is improving—but what about our mindsets? What’s the point of building metro lines, flyovers, and footbridges if people can’t respect what is given to them? Gutkha spitting isn’t just a dirty habit it’s a public nuisance, a health hazard, and a cultural embarrassment. It's high time we call out this behaviour. People need to be held accountable. Whether it’s through stricter penalties, surveillance, or social shame, we must find ways to put an end to this. Cleanliness is not just the government’s job it’s a collective responsibility. “In the 15th century, Asia was the most technologically developed region. Europe had advanced only in a few sectors, including gunpowder, cannons, & ocean-going ships. These three technologies helped Europe to conquer the rest of the world. The conquest of Asia & Africa set back the development of science & technology in our countries, creating the technological divide of today. Another quantum leap in technology & innovation is taking place in the 21st century at a geometric rate, further widening the existing technological divide & leading to the marginalisation of the South. Two key factors are essential for developing nations to come out of this crisis. The first is digitalisation & adopting new technologies such as Big Data, Internet of Things, AI, Blockchain, biotechnology, & genome sequencing. The second is ensuring a workforce skilled in the multifaceted fields of science & technology. A well-equipped & knowledgeable workforce is necessary to accelerate the needed transformation. Let me outline the measures my government is taking. A continuing economic restructuring process after the financial crisis of 2022 allows us to harness the potential of science, technology, & innovation for our future trajectory of sustainable development & high growth. We are currently evaluating the performance of our existing science & technology research institutes, some of which are underperforming. To promote utilising new technologies for Sri Lanka's growth, the government will establish a Technology & Innovation Council & a digital transformation agency. Our universities currently do not have the capacity to create the requisite number of technology specialists. Therefore, we will establish four new universities focusing on new technologies. One of these is the outcome of technological cooperation between India & Sri Lanka. The International Climate Change University will be the fifth. The digital divide presents significant challenges to the development of the global south. These include limited access to costly technology, inadequate digital skills & infrastructure, cultural & institutional barriers, & financing constraints. Global trade barriers further compound these issues. To overcome these challenges, the G77 & China must establish an effective mechanism for cooperation. Otherwise, our endeavours will be limited to immediately reinvigorating the consortium of science & technology & innovation for the South, commonly known as COSTIS. This will be a test of our commitment. A revised Programme of Action with other proposed new measures is required. These measures should include collectively creating technological platforms modelled on the European Union's technology & innovation platforms in the following fields: digitalisation, health medication, AI, & renewable energy, including green hydrogen. Secondly, interested G77 countries must commit to earmarking 1% of their GDP for R&D. This has to be achieved over a decade. Thirdly, we must foster collaboration between governments and the private sector. The brain drain from the South to the North & the resulting loss of educated manpower is another threat to the development of science, technology, & innovation in the South. China, India, Japan, & South Korea have developed science, technology, & innovation by nurturing their own manpower. Therefore, we must ask for compensation from the North for the loss of our manpower. Strengthening South-South cooperation can also play a significant role in addressing the critical issues of expanding our human resources. Sri Lanka urges the Group of 77 & China to work together to introduce a scheme similar to the Colombo Plan to increase collaboration, exchange best practices, & push policies that harness the transformational potential of science, technology, & innovation amongst us. Sri Lanka is committed to supporting the new Hawana Declaration. We must ensure that the collective voice of G77 & China is heard in international fora.”

Trying to obstruct everything and create as many hurdles as possible. Let us remind you that your party declared 1984 as 'anti-computerisation year' and worked towards obstructing the IT sector which was the future. Despite all challenges, we went ahead and did it with the support of vast number of talented engineers of India. Here is a brief history of it. How India Became a Global IT Superpower A few decades ago, India was not known for computers or software. But today, it is one of the biggest IT hubs in the world. Millions of Indians work in the software industry, and companies like Infosys, Wipro, and TCS are global giants. This transformation did not happen overnight. It was the result of important government policies and decisions that started in the 1970s. Let’s go back in time and see how India’s IT journey began. IITs and the Birth of Computer Science Courses (1970s-1980s) India’s famous IITs (Indian Institutes of Technology) started computer science courses in the 1970s and 1980s. IIT Kanpur was one of the first to introduce a Computer Science and Engineering (CSE) program in 1971, with the help of US universities. By the 1980s, almost all IITs and NITs had computer science departments. This was the first step in producing highly skilled software engineers. Many of these graduates went on to work in Silicon Valley or for Indian IT companies. Rajiv Gandhi and the Computer Revolution (1984-1989 In the 1980s, India was not very advanced in technology. Computers were rare, and many people feared that they would take away jobs. But Prime Minister Rajiv Gandhi saw the future. He believed that computers would help India grow. With the help of Sam Pitroda, a telecom engineer, he introduced computers in government offices. At first, there was resistance. Many workers protested, fearing job losses. But soon, people realized that computers made work easier and faster. The government also encouraged companies and schools to use computers. In 1988, the Centre for Development of Advanced Computing (C-DAC) was set up to build India's own supercomputers. This created excitement around computers, and many young students started taking interest in computer science. The 1986 Software Export Policy – India Opens to the World In 1986, the government introduced a policy to promote software exports. The goal was to make India a hub for IT services. This led to the creation of Software Technology Parks of India (STPI) in 1991, where software companies could work with tax benefits. Foreign companies also started outsourcing their software work to India. Suddenly, there were many job opportunities in IT, and students began choosing computer science as a career. The 1991 Economic Reforms – A Game Changer The biggest turning point came in 1991 when India opened its economy to foreign investment. Prime Minister P.V. Narasimha Rao and Finance Minister Dr. Manmohan Singh introduced economic liberalization. Before 1991, starting a company in India was difficult because of too many government rules. After 1991, foreign companies like IBM and Microsoft entered India, creating more jobs in IT. This encouraged even more students to study computer science. The Y2K Boom – India Saves the World (Late 1990s) In the late 1990s, the world faced a big problem – the Y2K bug. Many old computer programs used two-digit years (e.g., ‘99’ for 1999). People feared that when the year 2000 came, computers might fail. Indian IT companies like Infosys, Wipro, and TCS came to the rescue. They fixed Y2K bugs for global companies. This made India famous as a reliable IT outsourcing destination. After this, many foreign companies started hiring Indian engineers for software work. Seeing this success, more engineering colleges expanded their computer science departments. Conclusion – The IT Dream Becomes Reality India’s rise as a global IT powerhouse was not an accident. It was the result of smart government policies, investments in education, and the hard work of young Indian engineers. It’s not just any agency but a centre for disease control that will not be accountable to Parliament. As I pointed out on numerous occasions whilst a Senator, an almost extra 10,000 Australians died between May and December 2021 from the year before. (See comments) This was after the rollout of the vaccine but before Covid was widespread in the community. I also uncovered that the TGA knowingly covered up confirmed deaths from the vaccine by a coroner. In my view this was straight out criminal behaviour. One of the reasons I started is to see the medical professionals that both rolled out the vaccine, and then covered up resulting deaths be brought to justice. I also want to see the major parties held to account for their negligence in holding the bureaucrats to account. To think the health bureaucrats have now been given another layer of protection while thousands of Australians are still suffering from the vaccine is just another example of why Australians are fed up with the Government.
