#WATCH | On why India didn’t retaliate after the 2008 Mumbai attacks, Former Envoy & Deputy NSA and the then official at the PMO, Pankaj Saran, says, "These are political decisions... The Prime Minister of that day believed that you could actually have a breakthrough on Kashmir, and there were periodic meetings... The Indian growth story was at a serious risk of getting completely destabilised... I think perhaps one of the reasons was that you were not politically capable or ready to handle both crises at the same time... The strategy used at that time was to use diplomatic means... In the first one or two months after the attacks, we were deluged with delegations from foreign countries, basically pleading not to take any military action against Pakistan..."
