This is not an electronic device. It is a tally counter. It has 2 buttons - a counter button & a reset button. Every click of the counter button counts up. I suspect they are using it to keep a tally of the number of people who are voting. The problem, however, is that it's reliance is limited to the person using it remembering to press for every voter. If they forget to press for some, they will not have the accurate count and may end up challenging the EC without basis.
