Rubio: He knew nothing about these bills… he would say this bill is about civil service reform, everybody knows what this is, it’s time to vote. Somebody would say I have a question of the sponsor. He would say this bill has been public for weeks.. it is an insult that I would be asked questions about this bill. I said that is a talented guy. I’ve used that ever since and it’s worked really well in my career.
