I had a quick chat with the Governor of the Central Bank of Kenya, Dr. Kamau Thugge, about the latest update on funding requirements following the Spring Meetings. He makes the following points: World Bank · Kenya has upsized its ask from the World Bank & is seeking additional financing to cushion potential pressures in view of the US/Isreal - Iran War · The new funding is being accessed through the World Bank's Rapid Results Approach which translates to re-phasing of already existing funding · Because the Bank's Rapid Results Approach is simple to re-phasing of already approved allocation, he believes the funds should be disbursed to Kenya fairly quickly before the close of 2025/26 · I asked him how much Kenya is looking at via this window, he says "quite significant" & "maybe not as much as the DPO itself but quite close" · Give or take, this means Kenya is potentially looking at ~ US$1.5 billion from the World Bank by close of June 2026 IMF · Kenya has advanced the talks that started with the Nairobi Mission in March at the Spring Meetings in DC · Kenya is "still very keen" on a new programme with the IMF & " a funded one for that matter" · However, the necessity of IMF funding for Kenya has evolved from one targeted at addressing balance of payment needs when the US$3.6 billion programme collapsed in March 2025 to one that will simply be enabling the replacement of expensive domestic debt with cheaper concessional financing · When I caught up with IMF's Africa Chief yesterday, he said that the Fund needs to see "a credible path to fiscal consolidation" to advance negotiations for a new programme (see quoted tweet) Article IV · Kenya is still engaging the IMF on this · The delay has been occasioned by the parallel talks for a new programme · An agreement for the timeline should be reached "quite shortly"
