Oh, absolutely. It's called 'crowd-copy'. In VFX, we used to film a certain group and then copy the batch to fill up a stadium for commercials. It's quite common, though antiquated.

We do this all the time in TV and movies, it’s called tiling. You can make bigger crowds with only a few extras.
