It means as a citizen, you can't go where you want to go anymore. This is the weirdest thing ever. At first I could only see it going counterclockwise. Then I saw it go clockwise finally. I looked away for a second, looked back and it was counterclockwise again and I couldn't get it to go back to clockwise again. 😵‍💫
