It was premeditated. It took minutes per child to kill strangle them to death. She sent her husband away and made sure the distance was far enough to allow her time to commit the murders. She had Googled about things related to the murder. Psychosis doesn't work like that. This is someone thinking lucidly. Her doctors said she did not even have post partum. But I get that they have to try a charge they can be more sure to secure.
