The H-1B and other visa programs (H-2B, J-1, etc) outsource Human Resources responsibilities to foreign embassies, thereby justifying inflated embassy budgets. These work visa opportunities often get bartered for (sometimes sketchy) favors. In some instances (firsthand experience), the program is used by corporate executives and hiring managers as a dating service, ordering potential sexual partners from foreign embassies.
