New cellphone while driving policy

All Tickets given for Phones on Dashboards should be null and void and person who paid should be returned their money... A whole legal hands-free device Is made to have your phone on the dashboard People use it for directions,phone calls etc

Driving in other foreign countries your not allowed to use a cellphone or electronic devices.

Help me understand,was this law or a Policy how can the police change it.We adopt policies that are in place in other jurisdictions because of good reasons,Distracted Driving can occur even without your phone in your hands.
