What a shame! When they should have started teaching them at younger age they didn't, now they are forcing it on them. But it is still better than nothing at all.

Fluency will only be achieved when those kids live in the community of native speakers. The primary language they speak every day is English, you cannot expect them to learn at the rate at which their peers learn in a Yoruba community.
