If someone commits a crime and is to incompetent to stand trial the second option is a medical institution where they can treat the incompetence and then he can stand trial. Setting him free is just risking another child's life.
If he is competent enough to chase after an individual like this, especially a child and then knowing he has to run away tells me that he is competent enough to stand trial and be where he belongs, in a cell. How these defense prosecutors sleep at night after getting these people off is beyond me.

She was juggling all these boys at the same time," said prosecutor Rosa Delgado of Anna Marie Crocker, 34. Crocker, an elementary teacher's aide and mother of four in Wisconsin, was accused of forcing a 12-year-old to have s*x with her as well as luring a 14-year-old from his home to s*xually assault him. On one occasion, Crocker woke up a 12-year-old boy who was having a sleepover with friends in the basement. She pulled off his clothes and assaulted him in front of the other children as they slept. The boy said he tried pushing her away multiple times. On another occasion, Crocker assaulted a 14-year-old boy in a parking lot. She also tried manipulating two other teens into having s*x with her. Crocker was sentenced to 51.5 years of incarceration and 32 years of extended supervision. She will be in her 80s when she is eligible for release.
