False. It's not dead. It's still law. Even the guidance that ATF just put out says that. All that ATF has said in its written guidance to FFLs is that given the District Court decision, they're aren't going to enforce the NFA in some, but not all, aspects as to suppressors, SBRs, and SBSs. That could change not only with future ATF and executive administrations, but also even the current ATF administration. The NFA won't be dead unless any appellate court declares it unconstitutional or it is repealed under regular legislative procedures.
