It’s not a balk. It’s the same “pickoff” as a righty throwing to 1B. As long as a throw is made to a base that a player has occupied, or intending to occupy, it’s a legal pick-off.

Not a balk. You can disengage and throw toward a base with no runner if it’s an attempt to retire a runner trying to advance to that base

You're allowed to throw to an unoccupied base for the purpose of making a play. All of this by the pitcher was legal.
