I watched these losers from my window doing this at 5am in #NOMA! Like, an active winter storm where @MayorBowser told ppl to stay in/off the roads. Yet still sends her rats out to wipe off plates to ticket cars before ppl wake up and have a chance to move them?! @DCAttorneyGen
