You can't understand National Socialism in Germany until you understand that Hitler was a Führer not a dictator. NSDAP policy was driven by politicians. Hitler might set a direction, but policies were mostly defined by others (Hitler sometimes had to accept them).

every country has killed people in its history, the reason the nazis killed so many is because of the unprecedented scale of the war they ended up in, and don't forget, 8 million germans died in world war 2, and 14 million were expelled from their homes in its aftermath
