I think he reasons like Catherine McKenna: if you keep on saying something, eventually people will believe you. His problem is that the internet has an unbelievably long memory, and people are digging up everything he has said in the past and posting it. The federal gov has the power to force pipelines through provinces that are opposed but Carney says the province must "agree" with the project so it's a non issue. Quebec will not agree.
