Unfortunately, Australia is probably one of the worst places in the world to be a security guard due to police and state attitudes towards the industry and self-defence. It is such a phenomenon that troublemakers are generally aware guards have no powers at all and are basically private citizens paid to stand around and later make witness statements. Nothing else despite being equipped and even where carrying batons, cuffs and firearms can never use them without being actively attacked by those means, such as whilst being fired upon by an armed assailant, but not before nor after even if they wave a gun around committing offences. The only powers they have are identical to a private citizen and use of self-defence and police attitudes towards self-defence are that all conflicts are mutually contributed altercations and self-defence is inherently a vengeful act, not one of necessity without first suffering visible injury, where a successful self-defence is to suffer no injury and the assailant will suffer a visible injury. This is a lawful result which is regarded a criminal offence by police in Australia, by default. So, the poor guard has little choice but to put hands behind his back when assaulted, to prove the assault. Otherwise, he is committing assault according to police intellectual standards in Australia. There are plenty of case examples of guards being charged with attempted murder for discharging a firearm at armed bank robbers fleeing the scene, and multitudes of assault convictions for successful acts of self-defence mischaracterised as vengeful acts.

I think introducing corporal punishment would be appropriate until we can sort this whole mess out.
