He said this after the 2nd down play, not after Saquans drop on 3rd. I think he was saying it as if Philly would score a TD, not a FG. Then, as he points out, Atlanta would focus on kicking a FG then getting the onside kick because they’d be down 2 scores. Just my interpretation
