Okay let me explain this. The long pipe is air vent. Its main job is to let air move in and out of the tank. Without that pipe, the tank can develop air pressure or vacuum, which can cause problems like low water pressure just like in the video. this stops uneven flow

If your roof water tank doesn't have a vent pipe, you are going to have terrible water pressure. A completely sealed tank creates a vacuum lock as water tries to exit. The vent pipe lets atmospheric pressure in to replace the displaced water. Simple fluid dynamics in action.
