Listen to City Cast's Simone Alicea describe her surprise when she learned Cook County sheriffs were cuffing fare evaders or people vaping on the CTA. What Alicea doesn't understand is some criminals are armed or have violent pasts, even though they may be arrested for minor offenses. She called sheriffs cuffing criminals "extreme."
